Senior Finance Manager 12 month FTC – Public Sector
A well known Public Sector organisation based in Dublin City Centre have a requirement for a Senior Finance Manager. This role will play a key role in planning, design and implementing the multiple finance aspects of various projects. Stakeholder management and strong communications skills is essential for this role. The role is controls focused so relevant experience in this is important. You will coordinate with finance work streams for these projects ensuring that interdependencies, risks and issues are identified and mitigated. Salary is €80,000 - €90,000 DOE and flexible hybrid working model of two days in the office and three days from home.

Key Responsibilities of the Senior Finance Manager 12 month FTC – Public Sector
• The role will be responsible for the detailed planning and delivery of the finance organisation readiness of the finance workstreams for major projects
• The Senior Finance Manager will coordinate with the Ticketing finance SMR and business analyst to define, plan and deliver all finance aspects of the ticketing solutions. This will include but not be limited to :
o RACI matrices,
o Reporting templates and KPI balance scorecards
o Operator contract monitoring KPIs
o Policies and Procedures
o Statement of Practice documents
o Data flow and data governance for financial data flows
o Visio control maps and supporting process and controls matrices
• You will be responsible for coordinating controls and process cohesion with the wider finance systems including controls and risk matrices and key process and design decisions
• You will also be responsible for a number of actions from the update Finance Operation model and ensure delivery of same. This will include assisting in defining the future requirements for the team, job specifications and gap analysis.
• You will have to ensure clear open communication with multiple stakeholders including TT Ops, PMO, financial management system project, external vendors and other finance team members to ensure that all aspects of financial planning and controls are incorporated into the new schemes.
• You will be required to plan the work packages for the TT project workstreams and ensure their delivery in line project timelines.
• You will also play a key role in ensuring the controls and outputs for the smooth operation of the new scheme are designed and have appropriate approval within the organisation.
• Design and evaluation of financial KPI’s, monitoring and planning of contractual vendors;
• Design and implement back office systems, policies and procedures to ensure that fare revenues receipted to the Authority are complete and accurate;
• Financial management, governance and ensuring robust internal controls
• Support the existing operational teams in planning for transition and drive process improvement and efficiencies in the intervening period;
• Identifying opportunities to improve efficiency and implement cost savings across existing and future operations;
• Identifying financial and operational risks and ensuring appropriate mitigations are deployed;
• Liaising with internal and external auditors of the Authority;
• Assist the Authority on other ad hoc items as they arise.
• Experience of Power BI or other Business Intelligence systems
Key Requirements of the Senior Finance Manager 12 month FTC – Public Sector
• A professional accountancy qualification and be admitted to membership of a recognised professional body of accountants;
• At least 8 years satisfactory relevant experience as a professional accountant or equivalent experience in a public sector accounting or high controls environment;
• At least 4 years prior experience leading and developing finance teams;
• Experience in building strong internal control systems;
• Experience in financial systems development;
• Experience in building KPIs, balanced scorecards and support matrices for operational team;
• Excellent analytical skills;
• Excellent interpersonal and communication skills;
• Ability to work on own initiative, as part of a team and as leader of a group.
• Prior experience working in a high-volume transaction environment;
• Project management skills and experience;
• Knowledge of practices/procedures of the public sector and particularly public sector accounting procedures.
